A VA loan can remove a required down payment and monthly mortgage insurance for an eligible borrower. Entitlement, funding-fee treatment, residual income, property review, and lender overlays still shape the approval.

Eligibility and entitlement

Your COE starts the file.
It does not finish it.

A Certificate of Eligibility confirms that the Department of Veterans Affairs recognizes a borrower’s home-loan benefit and shows entitlement information. The lender still verifies credit, qualifying income, debts, assets, occupancy, the property, and the complete loan structure.

Full entitlement can allow an eligible borrower to purchase without a program-required down payment when the appraisal, contract price, lender, and approval all support the transaction. Partial or previously used entitlement requires a more specific calculation. A borrower may also choose to make a down payment to reduce the funding fee, improve the monthly payment, bridge a value gap, or meet a lender requirement.

Fred reviews the COE and entitlement early, then compares lenders when overlays or pricing differ. The useful question is not simply “Do I qualify for VA?” It is “Does this lender and structure fit this borrower, property, and timeline?”

VA appraisal is not a home inspection.

The appraisal supports value and reviews minimum property requirements for the guaranty. An independent inspection serves a different purpose.

The funding fee

Model the fee before
you compare cash and payment.

The applicable fee depends on the transaction, down payment, prior use, and exemption status. Financing it changes the note amount.

Confirm it—do not assume it

Some eligible borrowers are exempt from the VA funding fee. The COE and required documentation should confirm the status used in the estimate.

Financed fee

It raises the starting balance

A financed funding fee is added to the base mortgage. Compare its effect on the note amount and payment with paying it at closing, if permitted and sensible.

Down payment

Zero down is an option, not a command

A voluntary down payment can reduce the applicable funding-fee tier and payment. Keep enough liquidity for closing, reserves, moving, and ownership costs.

What underwriting examines

A strong VA file connects
benefit, budget, and property.

Residual income and debt obligations

VA underwriting considers debt-to-income and the household income remaining after major obligations. Family size, region, taxes, insurance, maintenance, and other commitments matter.

Stable qualifying income

Military, civilian, retirement, disability, self-employment, bonus, commission, overtime, or rental income each requires the documentation and history appropriate to that source.

Occupancy and property eligibility

The home generally must be the borrower’s primary residence and meet VA and lender standards. Condominiums, multi-unit properties, manufactured homes, and unique properties need early review.

Appraisal timing and value

The appraisal follows VA procedures. If appraised value is below the contract price, the parties can evaluate reconsideration, renegotiation, permitted cash, or cancellation rights under the contract and VA requirements.

Texas ownership costs

Use property-specific tax, insurance, flood, HOA, MUD, and PID information. Do not assume a future veteran tax exemption until eligibility, local rules, timing, and lender treatment are verified.

VA versus another program

Compare net benefit,
not just the rate.

A VA loan may outperform conventional or FHA financing because it has no monthly mortgage insurance, can permit zero down, and may price differently. Another program can still be a better fit when entitlement, occupancy, property, timing, loan size, funding-fee status, or offer strategy changes the tradeoff.

Keep the comparison honest: use the same purchase price, realistic taxes and insurance, HOA, loan term, points or lender credits, cash to close, and expected holding period. For an exempt borrower, remove the funding fee. For a nonexempt borrower, show it explicitly.

Seller-paid costs and concessions have program-specific rules. A temporary buydown can reduce scheduled payments early, but the borrower is generally qualified using the full note-rate payment. Confirm the permitted structure before writing it into an offer.
